Nice enough, value for money”
First of all, location: this hotel is not the easiest to find. It is located on Soi Buakhao, NOT on the Third St as stated in previous reviews. This (fairly long) Soi does look like a street. It is located between The Second and Third Streets. If you are coming from Central Pattaya St, once you turn into Soi Buakhao, keep going: this hotel is right in the middle of it, quite ways and past the "bend", so cannot be seen from the beginning of the Soi. Staff is friendly and speaks reasonable English. The do ask for 500 Baht deposit, so have it handy. That's to ensure the payment for fully stocked mini bar fridge in the room. Rooms are dated, but good size and clean. I was give room at the back, so it was very quiet (which was fantastic). Many channels on TV and free Wi-Fi. Decent size bathroom. No complimentary water offered and you have to surrender the room key to the front desk every and each time you go out, which for me is a bit awkward, as I normally like to return to the room several times during the day to unload shopping/change/re-apply the sunscreen, etc and I always felt like I was imposing on staff.

Decent place to stay.”
Very surprised that it was so quiet in that area, the room had no noise from outside at all and I was able to sleep well. Good value for money, decent sized room and a good bed. Didn`t eat there as I have many favourite places to eat in Pattaya. In room safe and plenty of storage space plus a reasonable TV in a good sized room. Room cleaned every day and done as soon as you left the room by a very pleasant cleaner. Will stay there again in the future.

Guest House - don't have high expectations”
Winner Inn is probably similar to the many other guest houses in Soi Buakhaw and surrounding streets. It's basically a small, cheap hotel. No swimming pool, no restaurant, no bar, no phone in the room. The free wi-fi only worked sometimes. There appears to be a spare adsl cable in the foyer if you want to plug your laptop in there. The room was reasonably clean and two large fluffy towels were suppled every morning. However the cupboards smelled of mildew. The cleaner used airfreshener each morning to combat this. I bought a can and did the same. So it was a choice of unsettling smells in the room - mildew or sickly sweet airfreshener. I had more success using insect spray on the mosquitos. The bathroom is newly refurbished. The tiles are clean and unchipped and the washbasin and little shelves are not yet sagging off the wall. The hot water system works perfectly. There's three power points in the bedroom and one in the bathroom. It's a typical Thai 'wet' bathroom so it's probably a bad idea to have a powerpoint (unearthed?) here. The TV is old style and has the minimum cable news and entertainment channels. There's an in-room safe which worked well - No one stole from it. The small fridge contained minibar beverages - no prices given. When I departed the hotel they didn't try to charge me for items I hadn't taken - something that has happened in other hotels. An electric jug was provided. I carry my own travel jug but I used theirs and it was fine. The air con only managed a trickle of warm air and a rattling noise. The unit fastened to the outside of the room was black with grime. The room was quiet, except for karaoke noise until 5am some days. The reception staff are pleasant and eager to help but have poor English. They organised a taxi to the airport for 2am without any stuff-ups. Winner Inn was very cheap for 14 nights of high season. So I couldn't really expect too much.

A Little Gem”
I moved here from another hotel on the same block. Although the cost was the same, this hotel was far better. It was cleaner and the staff was better. The only negative was the typical shower for this class of hotel - it was not isolated from the toilet area. The WiFi worked well in the room and there are PCs available in the lobby at a reasonable price. The neighbourhood had many services: laundry, travel agent, ATMs, pharma, restaurants, and many bars. The location is on the 3rd Road. The Baht Bus does run along this route. With one transfer at the "School" I was able to get to Jomtien in less than 30 minutes.

Friendly and helpful”
Fair location for price, although inland position makes it a hot area compared to coastal location. only downside was stairs to top floor. Staff friendly and helpful, housekeeping adequate, fresh towels every day. Toilet flush sometimes hit and miss. reasonable priced bars and eateries in location. Rear facing room was very quiet and not affected by the bars at the front.

Average budget hotel”
The hotel was not bad. The room however was never cleaned properly (as per SE Asia standard-cobwebs in every corner). Big minus for the hotel is the lack of balconies. They also ask you to pay 500b key deposit but you actually have to leave the key at the reception every time you head out. Found the manager (possibly owner) a bit intimidating, the staff was nice though. The only map of Pattaya (not that it was really needed) was in Russian.

excellent value, great for soi 13 bars, clean”
went to patts to celebrate my birthday. perfect location for soi 13 bars, excellent pubs steps away. can't park in the street, but can park across the street in the big empty lot, less than 15 meters away, for free. if you want to songtaw it to walking street or the beach, feel free, but insiders prefer soi 13 and the area around it to get away from the crowds but still have the type of establishments you want. very secure, safe in room, access by key card to the rooms, 24-hour staff. farang owner great guy, thai girl night desk clerk excellent english and very helpful.

this was our second time we stayed in this hotel, nice rooms with AC - bit noisy but ok. Good internet and very helpful and friendly staff.

we chose this hotel due to its close proximity to transit, bus station and sky train. we also found a few nice restaurants close by, one called the "seven sisters" great food and great prices rooms are more of the budget plus type, but clean and ok for short stays. the staff is very friendly and helpful

They room was good for the money. Had a little smell but it was fine. The hotel stated that it had free wifi but it did not work. This was upsetting to me because I had to complete some schoolwork online. I would stay there again because at that price you can't go wrong..

A Good Hotel overall”
Overall I had a good stay at this hotel, it is located in a good part of town with plenty to do. The staff was good. It can be a bit noisy at night, but not too bad. I'd stay here again.

Spacious room but no thai smile”
Since i only stayed there one night only a brief description can be found here. The room had no windows which in this case saves you from the ongoing traffic, so that was a big plus. the bed was good and the room was spacious and clean, nice bathroom too. My only gripe is that when i entered the reception area i wasnt welcome with a smile or even hello, only a yell to the european owner who also didnt welcome me and start making comments that he had to report in the next 24 hours because i didnt have a departure immigration card (which turned later out to be no hassle at all because a new one was friendly handed out by employees of the immigration at Bangkok airport). I guess it would only be a problem for him if he was being checked upon by authorities. Overall I am of the opinion if you don't welcome your guests which is -for most- your bread and butter, you don't deserve your costumer. first impressions count and this one wasn't good.

Winner Inn?”
Well the hotel is right above a bar and surrounded by other bars. Be prepared to not get a quiet stay. Some of the girls that work downstairs live in the Winner Inn so be prepared to hear them screaming and laughing when the bar closes down. The towels that were provided smelled like sweat. They also didn't smell like they used laundry detergent to wash them. I complained about this to their management and nothing was done and I continued to get smelly towels. Bring your own towel.
